• Align outline-sync-playkit.py body (v0.4 + no conflicting H1)

docs: OPS checklist for npm token + Outline scopes ... 05f93d0330

Record outstanding one-time UI steps after v0.4.0, add publish-gitea-npm.sh,
and align outline-sync body with the live Playkit page format.
