Make CI ruff/pytest gates hard, fix stale tests
...
Removes || true from the ruff and pytest steps (job names unchanged so branch protection contexts still match), adds [tool.ruff] config (E4/E7/E9/F/I, line-length 120), applies ruff autofixes, and rewrites tests that had drifted from the current calendar/auth/main APIs — failures the soft gates had been hiding.

Add tests, geo search, noise filtering, sports scoring, and dedup improvements.

Tests cover providers, dedup, Telegram, scoring, main runner, and Airbnb stubs.
Ticketmaster and SeatGeek use configurable lat/lon/radius (Thornhill default).
Pipeline filters noise listings, merges same-day sports duplicates, optional
MIN_ALERT_SCORE, and Telegram severity summary.

Initial commit: EventRate pipeline, fuzzy dedup, Airbnb retries

Wire up Ticketmaster, SeatGeek, Telegram, scoring, Playwright stubs.
Deduplicate events with fuzzy venue/name matching. Retry calendar
updates on transient failures. Backlog tasks marked complete.
